Todd Probert

Signal intelligence data and analytics company HawkEye 360 appointed Todd Probert as president, U.S. government, leading the company’s strategic engagement with defense and intelligence partners, driving innovation in RF data and analytics to address evolving national security challenges.

Probert is a seasoned executive with expertise in signals intelligence, space operations, artificial intelligence (AI), and electronic warfare. Before joining HawkEye 360, he served as president of national security and innovative solutions (NSIS) at CACI International Inc., managing mission-driven technology solutions for defense, intelligence, and federal government customers. Prior to CACI, Probert held senior leadership positions at Raytheon Technologies, including vice president of command and control, space, and intelligence. Probert will spearhead HawkEye 360’s efforts to expand responsibility in supporting defense and intelligence missions, ensuring that its AI-powered RF sensing solutions continue to enhance situational awareness and strategic decision-making for allied forces and security partners.

Ryan Lewis

Rancher Government Solutions (RGS), developer of secure Linux, Kubernetes, and enterprise open source software for critical missions in the U.S. government, appointed Ryan Lewis as its CEO. Prior to joining RGS, Lewis served as partner at SRI Ventures, leading investments and development in early-stage enterprise IT and AI companies with a focus on dual-use technologies for government and commercial markets. Lewis previously served as senior practice manager for AI at Amazon Web Services (AWS) National Security and as a senior vice president at In-Q-Tell (IQT), where he founded and led an applied research lab focused on developing and open sourcing advanced AI capabilities.

Vice Admiral John Mustin

Maritime autonomy company Saildrone Inc. appointed Vice Admiral John Mustin as president to work alongside Richard Jenkins, Saildrone founder and CEO, and focus on growing the defense business.

Mustin joins Saildrone following a distinguished 34-year career in the U.S. Navy. He most recently served as the 15th Chief of Navy Reserve and Commander, Navy Reserve Force, where he led approximately 60,000 Reserve Component personnel supporting Navy, Marine Corps, and joint forces operations worldwide. Beyond his military service, Mustin founded Wasabi Rabbit, a digital customer relationship management firm, growing the company into a digital agency specializing in customer acquisition strategies and technology solutions for Fortune 500 clients. Based out of Saildrone’s Washington, D.C. office, Mustin will focus on accelerating the company’s defense and intelligence business growth to meet the significant global increase in demand for Saildrone’s capabilities.

Matthew Blake

Arnold Magnetic Technologies Corp., a subsidiary of Compass Diversified and manufacturer of high-performance motors, magnets, and thin metals, announced Matthew Blake assumed the role of CEO. Blake succeeds Dan Miller, who has held the position for the past nine years. Blake’s career includes leadership positions at DwyerOmega, Alpha Packaging, Cleaver-Brooks, and ESAB Welding & Cutting Products. Blake holds a Master of Science in Engineering and Global Operations Management from Clarkson University, as well as an MBA from Webster University.

The need for precision strike capabilities in military operations is the primary driving factor in the loitering munition market. Global armed forces have been increasingly concerned with collateral damage reduction through effective fleeting and high-value target engagements, making loitering munitions an important solution. These systems allow operators to loiter over a target area, gather real-time intelligence, and execute strikes with incredible accuracy.

Karman Holdings Inc., provider of rapid design, development, and production of next-generation technologies to combat near-peer nation state threats and focused on critical, integrated systems for the hypersonic, missile defense, UAV, and space sectors, acquired Metal Technology Inc. (MTI), developer of highly engineered products using refractory alloys, for strategic missile programs, which includes nozzles, EM shielding, energetic liners, gas generators, shape charges, and actuation systems, for $90 million in cash.

Founded in 1986 and based in Albany, Oregon, MTI has developed a proprietary product portfolio of niche, intellectual property-rich capabilities with a deep expertise in refractory metal alloys such as tantalum, zirconium, niobium, vanadium, and molybdenum. MTI’s products serve a critical role in optimizing system performance and operate in highly corrosive, ultra-high-temperature payload deployment and propulsion environments associated with next-generation strategic missiles. With multi-step manufacturing capabilities spanning additive manufacturing (AM), hot forging, and advanced forming, MTI delivers integrated refractory metal products to the high growth strategic missile defense market.

REPKON USA announced its acquisition of one of the operating locations of General Dynamics – Ordnance and Tactical Systems. The 38-acre manufacturing facility north of Dallas, Texas manufacturers metal parts for defense and aerospace applications.

REPKON USA was also named as a key partner in a strategic Memorandum of Understanding with BAE Systems UK and Repkon Holdings A.S (Türkiye) relating to munitions and energetics signed at the International Defense Exposition (IDEX) in UAE in February. In November 2024, REPKON USA was awarded a $435 million contract to construct the first TNT production facility in America in several decades in Graham, Kentucky.

The company was also recently awarded a contract to design and build a production line for 155mm artillery combustible cartridge cases in Texarkana, Texas.
